I've just read the new PVP & Looting guidance post. The way that I've read it, my understanding is that there are now rules on what one character can take from another. Do I have that right?

PvP in The Eternal City is being updated to support conflict while reducing griefing and
item loss. Combat is still allowed everywhere, but looting rules and behavior expectations
are changing.
The game now uses two looting zones:
Open PvP Zones (The Wilds)
Full looting is enabled. Any item may be taken from a defeated character. These areas are
highrisk and lightly monitored. Entering them means accepting the possibility of total loss.
These zones currently include the Rock Valley Wilderness and The Steps. Law enforcement
organizations may enter these zones, but they may not use lawkeeper powers there. They may
participate in combat as normal characters. Lawkeepers may pursue a known criminal with an
existing warrant into these zones, but they may not issue new warrants while inside them.
Within the Steps, gang organizations are expected to manage their own territory as they see
fit.
Regulated Zones (Civilized Territory)
Combat is allowed, but looting is limited to coins and gems only, using the loot <target>
command. Gear, equipment, containers, and personal items cannot be taken. Characters may
attack without providing a reason, but griefing rules still apply. All areas not designated
as Open PvP Zones are considered regulated. Law enforcement operates normally in these
areas, and incharacter consequences still apply.
Griefing rules have been expanded. The following behaviors are prohibited:
- Repeatedly knocking out a player to prevent recovery
- Kidnapping or trapping a player behind locked doors
- Forcing extended KO cycles with no chance to escape
- Attacking solely to spam loot attempts
- Abusing PvP mechanics to deny another player the ability to play
Griefing is judged by intent, pattern, and impact.
Newbie protection remains in effect. Newbies may not be attacked or looted. If you are
unsure, do not engage.
Logging out to avoid combat, arrest, or consequences is considered cheating and may result
in staff action.
NPCs and factions may still react to crimes regardless of zone. PvP zones do not make
actions legal; they only define looting rules.

So, quick question: If a thief character comes across an unconscious character in a "Civilized Area", that character should limit themselves to looting only the KO'd character's coins and stones?
