Instead of only being able to attempt to speak a language at rank 50, what about if you can start to try to speak it at say rank 10, but you reuse some of the "drunken speech" type of mechanics to mess with the words?
Maybe every 10 ranks you mess with them less and less until finally at rank 50 you can speak perfectly?
